Richard, who grew up in Bed-Stuy’s Marcy Projects, was a Vietnam Veteran who began working for the FDNY at Ladder 17 in the South Bronx in 1977. In 1994, he was promoted to lieutenant and then assigned to Tower Ladder 7 on E. 29th St. in Kips Bay, where he was working on 9/11. Richard was only 53 at the time of his death and then honorably promoted to captain.

Richard’s wife Dorothy, who is currently battling cancer, fought for her husband’s legacy and approached city leaders to have a school named after him. With strong support from the FDNY, Fire Commissioner Daniel Nigro and the Department of Education, a proper school was selected to be approved for the name change.

“Everyone is so thrilled. It’s been a long journey, and it wasn’t easy to find a school to name after Capt. Richard, but we couldn’t be happier,” Linda Burke-Galloway, a family friend told the Daily News.
